Assistant Food & Beverage Manager

Duties

Assists the Food and Beverage manager in ensuring that a well rounded food service program which includes operation of snack bars, dining facilities, catering and conference room operations and all other Morale, Welfare and Recreation (MWR) food and beverage programs is provided and properly managed in accordance with all policies and procedures.

In the absence of the manager uses initiative, judgment and originality in the food and beverage planning, merchandising and control. Applies existing guidelines and assists in developing supplements, procedures and operating instructions for use by staff to evaluate the food service program and patron needs and interests.

Performs a variety of clerical and administrative duties on a daily basis. This includes answering and screening incoming telephone calls, taking messages,  greeting visitors, handling food service information and assisting in the daily food operations as needed, including the restocking of food and beverage displays, serving as a cook, food service worker, bartender, wait staff or cashier during employee breaks or busy times within the food operations.

Works closely with other activities, staff offices, advisory committees, supervisors, commanding officers, manufacturers, vendors, professional counterparts, etc., to ensure food service programs are responsive.  Ensures that facility and equipment are maintained in good working condition and operational at all times. All safety, sanitation, security and other deficiencies are identified and corrected.

Knowledgeable of financial and accounting programs regarding both appropriated and non-appropriated fund entitlements and procedures. Maintains Blanket Purchase Order log and required purchasing documents, verifies invoices and forwards to the accounting office for processing and payment and works with the accounting technician to resolve billing discrepancies. Maintains vendor files and pre-number forms log for the food operation.

Maintains the Rations and Kind (RIK) program, ensures that program standards, regulations and instructions are met. Completes all paperwork, forms, invoices, ordering of products and inventory, ensures that procedures are followed and properly completed and turned in to the accounting office to be processed on a timely basis. Responsible for maintaining, controlling and tracking the appropriated fund budget in regards to the Ration in Kind program. Also responsible for ensuring eligibility and maintaining military personnel in the system.

Maintains and inputs all employees’ schedules, timecards, and leave requests and processes payroll in the KRONOS system.  Incumbent will approve timecards in the absence of the Food and Beverage manager. Ensures that all payroll paperwork is turned into the payroll department every pay period.

Qualifications

Incumbent must have at least 1 year experience in the operation and management of a small to large size feeding facility.  Knowledge of DOD, Navy Food and Beverage, and Rations in Kind (RIK) policies, regulations, instructions and administrative practices and procedures related to management, planning, and budgeting, scheduling and coordinating food service programs and for the efficient operation and use of assigned facilities and equipment.  Knowledge in the application of broad principles and concepts of a variety of activities and services of a small to large size food service facility.  Incumbent must possess general office skills, computer skills, grammar and writing skills and must have legible penmanship.  Incumbent must speak, write, read and understand English.  Must be able to prepare correspondence, spreadsheets and other information for local command and higher headquarters.

Incumbent must be able to be certified within 1 year of hire date through the Safe Serve manager program and maintain the certification while employed.  Employee is required to get KRONOS time management system training within 90 days of hire.  Must be able to pass a base background investigation and a position of trust check from Office of Personnel Management.
